As for my pratical thing i have gone below process for recertify user to new organization

1. User has to request for Renew certify to Notes administrator from client

2. Once he requested Renew Certify it will be sent by mail to Notes Admin Inbox

3. Open the user renew certify mail from Admin Client Go to option -> Actions -> Certified Attached ID file and select the organization which you want to certify

4. After completion of this process specify the command from Domino server console - Tell adminp process all

5. So it will update to New Organization what you have certified current certify ID
